Jeff and Julie Zenger have owned Solomon Development, a small construction company, since 2002.
Solomon proposed constructing a senior living facility in Lewisville with patio dining on the square, in accordance with the zoning of the property and Lewisville design standards. Click here to see the meeting minutes when the project was proposed.
Jeff Zenger—a private citizen at the time—proposed it to the Lewisville planning board in May of 2020.
After seeing the proposal, Mayor Mike Horn texted Jeff Zenger, describing it as a “nice project” and that he “can’t wait to see it come out of the ground.”
But behind the scenes, the mayor and other members of the council were singing a different tune…
Furthermore Fred Franklin, Jane Welch and Mike Horn voted to change this zoning in 1999 and approved a 3 story 40' building. So why the opposition to the Solomon project? (Click here for the link to the 1999 meeting minutes)
